Maggwa Baker Ndugga, MD, MS, has more than 30 years of experience in the design, implementation and promotion of evidence-based programs in reproductive health. He is a recognized leader in family planning and reproductive health research. He is the former Technical Advisor at USAID. He served as the a Senior Program Officer for Operations Research at The Bill and Melinda Gates Foundation and as Senior Technical Advisor and Chief of Party for the $50 million PROGRESS project (August 2008-December 2013). The focus of this five-year, USAID-funded cooperative agreement was to undertake research, facilitate utilization of research results and build capacity of programs to increase access to quality family planning services for underserved populations. In this role, he successfully provided global technical leadership in support of program research in 13 countries. This included significant research portfolios in Ethiopia, India, Kenya, Rwanda, Senegal, Tanzania, and Uganda. As respected researcher and leader in the areas of reproductive health and family planning, he has served and continues to serve on many global task forces, including The World Health Organization’s ad hoc committees on task sharing and post-partum family planning, USAID’s Technical Working Group on High Impact Family Planning Practices and the Country Engagement Working Group of FP 2020. Dr. Maggwa is an Adjunct Professor in the Department of Maternal and Child Health at the University of North Carolina, Chapel Hill. Prior to relocating to FHI 360 headquarters in 2008 to launch PROGRESS, Dr. Maggwa served as Director of Research for FHI 360’s Africa region, based in Nairobi, Kenya. There he was responsible for identifying, prioritizing, and promoting research and strategic information and its utilization to address critical public health issues. He also facilitated capacity development at the regional and country levels to support research and research utilization activities. Earlier, as director of field programs and technical services, he managed FHI 360 operations in Kenya, Ethiopia, Zimbabwe, and South Africa, and opened field offices in Madagascar, Uganda and Tanzania. Prior to joining FHI 360 in 2002, Dr. Maggwa served as the South Africa Country Manager for the USAID-funded FRONTIERS Project and earlier oversaw FRONTIERS operations research activities on the integration of STI/HIV services into existing reproductive health services in East and Southern Africa. Dr. Maggwa has implemented, and led operations research in family planning, STI management, male involvement and orphans and vulnerable children. Dr. Maggwa began his research career at the Kenya Medical Research Institute where he was a founding member of the Reproductive Health Research unit.
